Job Summary

This position is Non-appropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Key Responsibilities

This position will be assigned to the centralized Child & Youth (CY) background check investigation cell within the Air Force Services Center (AFSVC). The incumbent of this position will function as the Senior Human Resources Specialist and technical expert for the background check investigation cell, which will provide a centralized administrative process for completing and making fitness determinations for child and youth (CY) background checks.

The incumbent of this position will direct the flow of work and may be required to perform lead-type duties (i.e., directing the flow of work for a team/cell), as needed. The incumbent administers the security program for Non-Appropriated Funds (NAF), implements fitness-for-duty policies and procedures in accordance with applicable guidelines, and monitors the suitability/fitness program for consistency with applicable laws.

Additionally, the incumbent distributes updates in policy and/or procedures for background check investigations for child and youth positions to installation-level NAF Human Resources (HR) offices, briefs installations and the functional community on established policies and procedures, delivers technical expertise in automated security administration systems, and resolves and troubleshoots system errors and malfunctions.

They provide guidance/assistance on unique scenarios to local NAF HR offices, conduct training on background check investigation requirements, and review findings from background checks to include Installation Records Checks and fingerprint results. The incumbent requests case files and applicable information to make a fitness determination and authorizes Line of Sight Supervision (LOSS) during prescreening as an interim determination.

The incumbent also interviews individuals to gather information concerning derogatory information found during the investigation, evaluates all information (favorable and unfavorable) to make fitness determinations for childcare positions, and provides justification for fitness determination decisions.

They ensure determinations are disseminated to the appropriate installations with follow-on procedures for the local NAF HR office to execute, provide procedures on disputing or appealing fitness determination decisions, and recommend decisions to refer cases to a higher entity for further investigation when there is evidence of intentional false statements, deception, or fraud.

Finally, the incumbent performs administrative security personnel work, ensures that installation records checks with questionable information or derogatory findings are provided or forwarded to the proper investigating entity (i.e., OPM or DoD), and performs other related duties as assigned.
