Job Summary

This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarter (HQ) HR Specialist servicing the Family Readiness Program (N91).

Duties include but not limited to: Performs analytical and technical work in recruitment, selection, and placement of employees to fill vacancies within the Family Readiness Program (N91). Serves as SME and provides analytical and technical advice and guidance to managers and/or supervisors on recruiting strategies and process, special programs, and relocation (e.g., Permanent Change of Station (PCS) and retention programs.

Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short and long-term recruiting needs; and working with managers and/or supervisors to prepare crediting plans).

Initiates requests for personnel action by utilizing the CNIC NAF personnel database Systems, Applications and Products Human Resources (SAPHR) for recruitment, employee personnel data changes, processing of awards, etc. Ensures accurate and timely payments related to recruiting actions and PCS claims. Provides advice and guidance on PCS related issues to CNIC NAF HQ and Region staff.

Serves as a member of the Management and Leadership Development Program (MLDP) and Intern Program (IP) team responsible for administering a program to train and develop individuals for placement into CNIC NAF HQ and/or Regional management positions (MLDP) and to recruit and place undergraduate and graduate level students into non-supervisory functional positions within organizations at CNIC HQ (IP).
