The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per leave year.
This is your next ideal career move as a Human Resources Specialist (HR Development) if: You interpret federal laws, OPM regulations, and agency policies related to leadership development. You are eager to develop and maintain partnerships with agency senior executives, business units, and operational leaders to ensure leadership development programs are aligned with business needs and strategic priorities.
You model best practices in leadership program design, facilitation, and stakeholder engagement. You are motivated to represent the agency at meetings and conferences involving high-level human capital managers from industry and government, give presentations regarding agency human capital development innovations, and consider innovations from other organizations for adoption by the agency.
You have keen eye to draft and deliver executive level written and oral communications on leadership development initiatives, including program briefings, white papers, business cases, strategic plans, evaluation reports, and after-action reviews. You are motivated to mentor and provide technical guidance to junior HR staff, leadership development coordinators, and program support personnel.
Education may not be substituted for specialized experience at this grade level.

The posted pay range is $143913 – $187093/yr.
