The Human Resources Specialist at HRC Detroit provides human resources operational, technical support, and advisory services in support of the Veterans Benefit Administration strategic goals and objectives.
Specific duties include: Advises management in identifying, attracting and retaining high quality and diverse workforce that is capable of accomplishing VBA's mission.
Develops and posts vacancy announcements and job-related assessment questionnaires; reviews application packages to determine qualifications, and eligibility for consideration under a variety of federal civil service hiring authorities or special veteran appointing authorities, and veterans' preference adjudication.
Reviews and completes for coding the personnel action requests (PARs) utilizing an automated system Making sure salary determinations are in accordance with pay setting regulatory requirements. Provides data related to recruitment and hiring for the Human Resource Centers, reviewing and analyzing data from automated staffing systems.
Answers questions regarding federal civil service appointment authorities, non-competitive hiring authorities, special veteran hiring authorities, recruitment and staffing and personnel action request concerns. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is G-7, GS-9, GS-11, GS-12. Work Schedule: Full time, Monday- Friday, 8:00am-4:30pm Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
