Job Summary

This position is located in the National Center for Science and Engineering Statistics (NCSES). The incumbent will support NCSES's mission by planning, developing, managing, implementing, and maintaining information technology security programs, projects, policies, and procedures to protect the integrity and confidentiality of systems, networks, and data. This announcement will close on 09/22/2026 or once 75 applications are received, whichever occurs first.

Key Responsibilities

As a Information Technology Specialist (INFOSEC), GS-2210-14 Direct Hire, you will perform the following duties: Provide subject matter expertise and leadership in supporting the implementation of new or revised policies, including the creation of training materials, guidance documents, and communication strategies to ensure successful adoption across the agency and stakeholder groups.

Develop and maintain relationships with professional associations, industry organizations, and partner entities to stay informed of best practices and trends, integrating these insights into policy development initiatives. Conduct comprehensive risk assessments by analyzing quantitative and qualitative data to identify, evaluate, and prioritize potential threats and hazards impacting organizational operations and mission-critical activities.

Develop and implement methodologies for risk identification, leveraging advanced modeling tools, Geographic Information Systems (GIS), and remote sensing technologies to assess vulnerabilities and consequences. Manages the planning, direction, and alignment of information technology (IT) projects, ensuring the effective utilization of resources.

Employs project management techniques to control the accomplishment of numerous complex IT projects simultaneously, requiring careful scheduling and control.

Serves as the expert authority to manage the NCSES IT Security operations, policy, and planning functions for and is responsible for ensuring the review and implementation of policies, instructions, procedures, control systems, and methods for the NCSES-wide IT Security Program, which includes the many contracts employed by NCSES to accomplish its mission.

Builds and maintains strong working relationships and strategic partnerships with staff and IT partners; assertively builds rapport and trust; actively participates in team meetings to coordinate efforts across various stakeholders, fostering a collaborative team environment.

Serves as the expert authority to manage the NCSES IT Security operations, policy, and planning functions for and is responsible for ensuring the review and implementation of policies, instructions, procedures, control systems, and methods for the NCSES-wide IT Security Program, which includes the many contracts employed by NCSES to accomplish its mission.
