This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as staff level architect/engineer responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, design, construction, and execution of Department of War Education Activity (DoWEA) projects worldwide.
Responsible for the overall management, control, coordination and execution of assigned programs and projects.
GS-11: Specialized Experience: One year of specialized experience which include experience: Reviewing architectural or engineering designs to determine whether proposed work meets established design criteria, technical standards, and project requirements; Preparing technical design documents for facility construction, renovation, repair, or improvement projects; Performing field inspections of facilities or construction projects to determine whether completed work conforms to approved plans and specifications; Developing cost estimates for facility projects using project requirements, quantities, and applicable cost information.
This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12: Specialized Experience: One year of specialized experience which include experience: Reviewing architectural or engineering design documents to identify deficiencies and determine compliance with applicable design criteria, codes, and technical standards; Developing design requirements for facility projects based on project scope, site conditions, and customer requirements; Resolving technical design issues during construction by evaluating proposed changes and determining whether the revised work meets project requirements; Evaluating construction work through field inspections to determine whether corrective action is required to meet approved design requirements.

GS-13: Specialized Experience: One year of specialized experience which include experience: Performing technical reviews of complex architectural or engineering designs to determine compliance with applicable criteria, codes, standards, and project requirements; Providing technical recommendations on complex facility design issues when established criteria require interpretation or adaptation to project conditions; Performing quality assurance reviews of design documents to identify technical deficiencies that could affect construction, cost, schedule, or facility performance; Evaluating complex facility projects during construction to determine whether design changes or corrective measures are necessary to meet approved project requirements.The duties of this position require a Professional Engineer (P.E) or Registered Architect (R.A) at entry.
