Job Summary

This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Key Responsibilities

This is a Bargaining Unit Position Duties include, but may not be limited to the following: Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues Participate in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million-dollar projects Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices.

Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer Authority in determining best value and contract sourcing Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.

Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method.

Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies' excess property. Dispose of surplus or excess property in accordance with specific agency directives and procedures.

Acts as the Custodial Official for VA during the sale process and until property is removed from the assigned area Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions.

Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources.

Ensures accuracy of all personal property records and property documents which support the general ledger accounts. Ensure all equipment is properly classified by assigning the correct Category Stock Number (CSN). Capitalizes all equipment over $1,000,000.00 in the EIL and the Fixed Asset Package (FAP) reports monthly depreciation values to Fiscal Service.

Research existing stock catalogs, manufacturer's catalogs and drawings to identify matching characteristics for proper description. Maintains accountable property documents and files of nonexpendable excess property as it accumulates.

Maintains all due-in records and processes receipt documents in order to properly account for all inventories Performs other related duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualification Continue Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area.
