This position is with the Institute of Education Sciences (IES) located in Washington, DC. National Center for Education Statistics (NCES) within IES, is responsible for the design and conduct of rigorous research activities, including education statistics and education evaluation. It is also responsible for ensuring knowledge derived from rigorous research can be applied to problems of education policy and practice, strengthening education system and improving student outcomes.

As a IT Program Manager, GS-2210-15, you will be responsible for: Leads the design of a portfolio-wide strategy for a large-scale student assessment portfolio, including test, delivery, and reporting. Serves as senior advisor to National Center for Education Statistics (NCES) and Institute of Education Sciences (IES) leadership and other internal/external stakeholders on all facets of the program of work, including IT program design, implementation, modernization, technology risk(s), and management. Serves as Contracting Officer's Representative (COR) on multiple IT contracts. In conjunction with program leadership, develops project technical specifications, prepares procurement requests, and assists the Contracting Officer (CO) in proposal review, source selection, and other aspects of the procurement process. Post-award monitors the contractor's technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel. Serves as Information System Owner (ISO) for multiple IT systems, ensuring compliance with federal laws and regulations.
