This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Compliance, Risk, and Remediation (CRR)/Software Product Management (SPM), serving as an IT Specialist providing project and product governance, oversight, tools, reporting, and mentoring to ensure IT systems meet customer acceptance and production requirements.
Major Duties: Applies quality assurance and quality control principles, methodologies, and quantitative and qualitative analytical methods to analyze complex VA programs, operational, product, and business data; identify trends, patterns, outliers, risks, and data quality issues; and recommend opportunities for improvement.
Develops and evaluates reporting requirements, success criteria, performance metrics, data quality measures, and reporting mechanisms used to assess VA programs, products, processes, and operations; applies quality assurance and quality control practices to promote accurate, complete, consistent, and reliable reporting.
Designs and develops interactive business-intelligence dashboards, reports, and other analytics data products using tools and technologies such as Power BI, Tableau, SQL, and similar data visualization and analytics tools.
Collects, assesses, verifies, and validates data from VA systems and authoritative data sources and applies quality assurance and quality control methods to evaluate data availability, completeness, traceability, consistency, accuracy, and overall fitness for analytical and reporting purposes.
Works with VA business, program, technical, and executive stakeholders to identify information needs, establish criteria, quality measures, and performance metrics, and translate business requirements into analytical solutions, findings, and actionable recommendations oversight. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work role: Cybersecurity Code 801: Program Manager.
Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. Cybersecurity Code 802: IT Project Manager. Directly manages information technology projects to provide a unique service or product.

Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office setting or remote teleworking via computer and telephone.
There is occasional noise from normal office equipment. Some unscheduled work hours are required. Occasional travel is required to attend meetings, conferences and specialized technical training. This is a Non-Bargaining Unit Position.
