Job Summary

The purpose of this position is to lead a group of employees responsible for controlling, analyzing, validating and reconciling accounting and reporting data received internally or from other fiscal stations or VA activities to comprise expenditure and status report listings for submission to higher reporting levels.

Key Responsibilities

Major Duties: Serves as Work Leader by identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, and assures timely accomplishment of the assigned workload. Make day-to-day adjustments to accomplish the workload in accordance with established priorities. Reports to the supervisor on team and individual work accomplishments, problems, and progress in mastering tasks and work processes.

Provides individual and team training in specific tasks and job techniques, and provides on-the-job training in accordance with established procedures and practices. Answers team member's questions concerning work processes and procedures, policies and directives. Provides updates to the supervisor on work progress and identifies training needs of the team. Reports to supervisor on employee performance, progress, and behavior problems.

Resolves simple, informal complaints of employees and refers other to supervisor. Provides information to the supervisor as requested concerning promotions, reassignment, recognition or outstanding performance, and personnel needs. The incumbent, due to their role of lead must perform all the duties of the Accounting Team plus assist with the duties of the Accountant in their absence.

The incumbent can be designated to substitute for all accounting staff positions in their absence. During peak periods and special accounting projects they assist the staff member in the performance of their duties. Responsible for responding to questions and resolving accounting problems experienced by the Accounting Team staff.

This is not limited to assisting in processing accounting rejects from Financial Management System (FMS) or Integrated Funds Control, Accounting and Procurement (IFCAP) accounting systems, but also assessing problem areas and suggesting changes to improve the overall accounting system and structure at this Medical Center.

The incumbent will assist in setting up procedures, processes and a monitoring and reporting system to assure that all day-to-day accounting workloads are completed. The incumbent primarily serves as the contact for the Chief of Accounting for assigning the daily workload to accomplish the mission of the Accounting Team. Assessing and assisting in the prioritization of the work assignments of the Accounting Technicians to ensure that all deadlines are met.

The incumbent is responsible for assisting in training of new accounting staff and is thoroughly familiar with all the staff duties and must have a deeper knowledge of the many and diversified computer systems of accounting.

The incumbent, within the limits of organizational policy must have a thorough knowledge of IFCAP, Document Storage Systems (DSS), Accounts Receivable (AR), Fixed Asset (FAP), On-Line Certification System (OLCS), Computer Assisted Payments Processing System (CAPP), Outlook, Excel, Internet Explorer and other integrated Veterans Health Information System and Technology Architecture (VISTA) and FMS systems in order to assist the technicians in proper procedures for the maintenance of the General Ledger Accounts.
