The Lead Legal Instruments Examiner performs multiple, varying, and often complex assignments involving the technical and regulatory aspects of the agency's nation-wide programs for adjudicating aircraft registration applications and legal instruments affecting title to, or interest in, property establishing ownership of aircraft and security conveyances.
Interprets and analyzes conveyances submitted for issuances of a certificate of aircraft registration or legality of conveyances submitted granting an interest in aircraft, engines, propellers or spare parts locations. Responds to inquiries from the other FAA lines of business, stakeholders, the aviation public and other governmental agencies regarding aircraft registration information.
This position interfaces with officials from many levels of government both domestic and foreign. As the Team Lead, directs and assigns work of team members and is responsible for the administrative and technical direction of Legal Instruments Examiners (with the exception of labor management relations (LMR), conduct and discipline). Approves short-term leave requests. Resolves employee complaints which may impact labor/management relations.
Reports and makes recommendation to the front-line manager on performance, progress and training needs of employees, and on disciplinary actions. Makes recommendations to the front-line manager regarding promotions, reassignment, recognition, and personnel needs. May provide input to the manager/ supervisor when reviewing and evaluating work performance of assigned team members.
Provides guidance regarding policies and procedures and resolves routine issues with minimal input from the supervisor, to include phone duty inquiries/email inquiries from the PD room in regards to aircraft registration questions and problems. Reassigning packets, changing priority status, certifying the copy of aircraft records, seeking technical assistance for complex or unusual cases, and working Supervisor holds when assigned.
The Branch Manager and Frontline Supervisor provides overall objectives and guidance. The employee performs most all aspects of the work independently, resolving most of the conflicts utilizing established policy objectives. Informs the supervisor of any possible controversial matters. Completed work will be reviewed from an overall standpoint to determine if requirements were met and results gained. Accomplishes complex administrative tasks of the Section.
Advises the aviation public on the correct procedure for completing required aircraft registration forms, the appropriate forms to use and resolve problems as required. Reviews legal instruments and supporting documents to determine whether or not the submission meets the criteria required for registration of the aircraft. Determines whether reviewed legal instruments conform to governing legal provisions and other complex deviations.
Circumstances that require significant deviations from the guidelines are referred to the frontline supervisor. Manages the day-to-day operations of the Section. The degree to which the incumbent performs his/her duties affects the quality of services provided by the office. The work directly affects the ability of individuals or corporations to obtain registration certificates to conduct business, other financial or contractual matters.
Inadequate or inaccurate information could adversely affect the integrity and confidence in the Civil Aviation Registry. Performs other duties as assigned.
