This LEAD MILITARY & FAMILY READINESS SPECIALIST is located at the Joint Force Headquarters (State) under the Military and Family Readiness Manager and is part of the CA CHQC Joint Staff.
THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION Indefinite appointment cannot exceed 5 years. Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.
The primary purpose of the LEAD MILITARY & FAMILY READINESS SPECIALIST, GS-0301-11, is to serve as the team leader for three or more Military & Family Readiness Specialists, in order to plan, coordinate, implement, and develop reporting data, in support of the family assistance, family outreach, community outreach, crisis response, family readiness and financial readiness functions of the ARNG Family Readiness Program for National Guard members and their families and provide commanders with staff assistance in solving problems affecting the military community and in improving the quality of life and well-being of members of the Army National Guard(ARNG)throughout the state.
Evaluate command well-being policies and procedures governing programs and make and implement recommendations to increase capabilities and efficiency, and develop solutions to unique situations. Responsible for data consolidation, reporting, and the implementation of work/life services and activities.
Research, analyze, develop, coordinate, evaluate, and monitor the human service delivery system to ensure that family program elements are established and provided to military and family members encompassing service components. Develops employee performance standards, provides technical oversight, reviews and evaluates work performance.
Give advice, counsel and/or provide instructions to employees on both work and administrative matters; interviews candidates for subordinate positions, makes recommendations for personnel actions including promotions and reassignments; identifies developmental and training needs, provides or arranges for needed training. Effects minor disciplinary measures, such as warnings and reprimands, refers serious unresolved concerns to higher-level supervisor.
Conducts regular needs assessments with stakeholders in order to direct, analyze, and evaluate programs and initiatives to ensure cost effectiveness and maximize operating gains and program effectiveness to Army/ARNG standards. Comply with and support accreditation/certification and internal control process requirements. Develop the program budget formulations and forecasts of funds for the full scope of the ARNG family readiness program.
Provide guidance to commands and SFRGs on use and oversight of Army/ARNG non-appropriated funds (NAF). Maximize community partnerships and utilization of local community, state, regional, and national resources and networks to support Service members and families. Synchronize and coordinate Family Readiness community capacity building efforts (education, prevention, support networks, and direct services).
Responsible for organizing, marketing, and monitoring the effectiveness of community capacity building efforts, and reporting to the Service Member & Family Programs Director and State Leadership.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.
In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Substitution of Education for Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required or have a combination of education and experience.
(Only graduate education in excess of the amount required above may be used.) When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution.
