Job Summary

The primary purpose of this position is to assist the Veterans Service Center Manager (VSCM) or Benefit Eligibility Support Team (BEST) Division Manager, and staff, advising them on the effectiveness and efficiency with which the VSC or BEST Division carries out its programs and functions. The incumbent performs analytical and evaluative work associated with line and program activities.

Key Responsibilities

Duties of the Management and Program Analyst includes the following but are not limited to: Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.

Provides advice and recommendations to agency managers on the distribution of workload among positions and organizations, and the skills mix, or categories of employees needed to do the work. Develops proposals to restructure program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. Uses analytical techniques such as simple cost/benefit analysis and workflow analysis.

Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs. Analyzes management techniques, processes, and styles for improving organizational effectiveness. Studies and implements management improvements in administrative areas identified through such means as internal control reviews, and management studies.

Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels. Work Schedule: Monday through Friday 8:00am -4:30pm Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday.

Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
