Job Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Workforce Care Directorate. Location: Negotiable after your selection. (Must report to a CBP Facility) Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Major Duties

In this position you will provide expert analytical, advisory, acquisition, and program management support for Workforce Care Directorate initiatives. The position plans, coordinates, evaluates, and oversees complex workforce care contracts and related program activities, including requirements analysis, acquisition documentation, contractor performance monitoring, budget planning, risk assessment, and policy guidance. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Major Duties: Planning and directing efforts across organizational lines to ensure the timely accomplishment of mission requirements, including establishing objectives, milestones, and performance measures for workforce care contracts. Evaluating contractor performance, conducting risk and trade-off analyses, and ensuring compliance with contract terms, technical requirements, and federal regulations to support program and agency goals. Preparing market research documents, Statements of Work, cost estimates, and technical evaluation plans to support acquisition strategies and mission requirements. Coordinating short- and long-range budget and acquisition planning, execution, and reporting for workforce care programs, including tracking obligations, expenses, and the distribution of funds. Advising senior officials and stakeholders by providing expert analytical and technical support on acquisition, procurement, and program management matters, and recommending solutions to complex operational and policy issues.
