The Management and Program Analyst position is located in the Department of Veteran Affairs (VA), Office of General Counsel (OGC), Office of Management, Planning and Analysis (MPA). The position is responsible for performing a variety of management and analysis functions in support of OGC.
Major duties include: Create data-driven reports and dashboards using advanced tools such as Excel, Power BI, and SQL to support analysis and reporting requirements. Act as a liaison between OGC and the Office of Information & Technology (OI&T), providing technical guidance and ensuring effective collaboration. Contribute to program development and strategic planning efforts to strengthen OGC's database management direction, operations, and long-term focus. Collect and evaluate information, identify operational issues, and develop actionable recommendations to improve administrative program performance. Prepare and deliver clear, persuasive oral and written communications-including briefings, demonstrations, training sessions, and strategy discussions-to support informed decision-making by senior leadership. Design, develop, and maintain management systems, databases, and websites that support OGC operations and information needs. Plan, coordinate, and lead special studies and projects to assess program effectiveness, efficiency, and productivity. Serve as a subject-matter expert and advisor to senior management on program planning, cost analysis, and the development of annual, multi-year, and long-range operational plans. Apply project management principles to support resource planning, workflow optimization, and program performance improvement. Work Schedule: Monday to Friday 7:30am to 4:00pm Compressed/Flexible: May be authorized Telework: Position is eligible for Ad Hoc telework (situational telework) as determined by the agency policy Return to Office (RTO): RTO mandates are in affect, and selectees will be required to report to in person work unless they have an approved exemption already in place. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space.
