The VA Northeast Ohio Healthcare System is recruiting for a Management & Program Analyst. The Management & Program Analyst will function within Surgical Service.
The Management and Program Analyst position will function within Surgical Service at the VA Northeast Ohio Healthcare System, Louis Stokes Cleveland VA Medical Center.
The Management and Program Analyst is responsible for analyzing, evaluating, and/or improving the efficiency of internal administrative operations, organizations, or management of Outpatient Surgical Services and to provide administrative support and staff assistance to the Service Chief, Supervisory Management and Program Analyst (Outpatient Manager), and Outpatient Section Chiefs under the direction of the Administrative Officer.
Major duties include, but are not limited to: Performs short and long-term planning regarding program development, staffing and resource allocation. Obtains, reviews, consolidates planning information from all Surgical Service subordinate sections. Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations.
Develops recommendations and implements new or modified guidelines, work processes and operations to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. Directs administrative support services to ensure that inquiries, correspondence, and actions for Surgical Service are addressed appropriately.
Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Assists in the development, initiation, and implementation of administrative policies and procedures for the Surgical Service area of responsibility.
Responsible for receiving and reviewing national guidance for programs within the service to develop action plans, policies, and procedures with the service's clinical leadership. Provides administrative input of the workload reporting and monitoring of the performance goals as they apply to Surgical Service. Knowledge of VISTA, CPRS, VSSC, Pyramid, and any new program or EHRM implemented at the facility systems to retrieve data and develop appropriate reports.
Performs organizational and/or manpower utilization studies of the clerical and technical aspects of the outpatient specialty clinics with related functions to identify and develop improvements and the efficiency of manpower and methods. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
