Job Summary

This Medical Technician-Phlebotomy position is located in the Community Based Clinics at the Bangor VA Clinic within the Togus VA Healthcare System. The incumbent carries out duties in phlebotomy and specimen processing and responds to assigned Supervisors and performs work in a clinical laboratory providing a range of blood drawing procedures, waived tests including finger-stick based testing, and other minor test as assigned.

Key Responsibilities

The major duties of the job include, but are not limited to: Performs standard diagnostic tests or procedures such as venipuncture and finger stick to collect blood specimens according to written protocols or as directed by the physician or other professional staff. Adheres to safety, infection control, and universal precautions always while drawing blood. Enters all requests into the hospital computer system using multiple formats.

Builds manifests for Send Out testing and gathers, aliquots, labels, and packages specimens for courier pickup. Performs all aspects of sample storage, packaging, and other requirements regarding the shipment of diagnostic specimens and infectious substances adhering to Federal DOT (Department of Transportation) and IATA (International Air Transport Association) Regulations.

Functions as a resource person and troubleshooter forward and clinic personnel in executing VISTA order entry and results options. Maintains computer files and manually printed order entry forms. Perform other related duties as assigned. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.

Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Monday-Friday 7:00 a.m.- 3:30 p.m. or 7:30 a.m. - 4:00 p.m. Virtual: This is not a virtual position.

Position Description/PD#: Medical Technician (Phlebotomist)/PD04005A Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized Notifications: Current and former Federal employees may submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted).

In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System.

Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is not part of the AFGE Bargaining Unit Position
