The United States Space Force (USSF) in Washington D.C. is searching for a Mission Support Specialist to support DELTA 13 (NH-0343-03, GS-12/13 Equivalent). Description: Step to the leading edge of national defense and help architect the future of the United States Space Force. In this high-impact strategic role, you will bridge the gap between cutting-edge space and cyber operations and the Pentagon's resource allocation engine.
Your expertise will directly shape how the Space Force organizes, educates, and resources its total force-translating advanced operational concepts in Space Domain Awareness, Space ISR, and multi-domain warfare into fully funded, actionable programs across the Program Objective Memorandum (POM) and Future Years Defense Program (FYDP).
Ideal Candidate: The ideal candidate is a seasoned military space/cyber operations or human capital strategist with extensive headquarters-level staff experience in total force management. They must possess deep expertise in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process to build, defend, and integrate Space Force personnel and education requirements into the POM and FYDP Key Responsibilities: 1.
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Planning in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, reclamas, and issue papers.
2. Knowledge of the Department of Defense personnel administrative hiring, management and human relations actions, policies, procedures, and schedules in support of unit, delta and STARCOM requirements, as well as methods for developing personnel projections and justifications, POM narratives, offsets and disconnects regarding the FYDP. 3.
Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 4. Knowledge of the Space Force Strategic Basing process to include the Basing Request Review Panel (BRRP), the Strategic Basing Executive Steering Group (SBESG), and the Space Force Corporate Structure.
Knowledge of Space Force installations to include the interaction of Total Force (Air National Guard and Air Force Reserve). 5. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them. 6.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
