Job Summary

This position is assigned to the Non-Appropriated Fund (NAF) Morale, Welfare and Recreation (MWR) Department; Fleet Readiness (N92), Commander, Navy Southeast; Naval Station Mayport, FL. Incumbent serves as the installation's MWR Operations Manager within Fleet and Family Readiness (FFR) Programs. The primary purpose of this position is to support the MWR Director by providing strategic leadership and operational oversight.

MAJOR DUTIES AND RESPONSIBLITIES: Technical oversight duties comprise 40% of incumbent's time and include but are not limited to: Serves as an advisor to the MWR Director, providing administrative oversight in the development, coordination, and day-to-day execution of a diverse portfolio of MWR programs.

Provides technical guidance and administrative oversight to a multi-tiered workforce, ensuring optimal staffing levels, coordinating training, and maintaining compliance with personnel and administration regulations . Guides managers through program development, business planning, and financial reporting, while delivering actionable strategies to mitigate resource shortfalls and maintain high standards for service quality and complexity.

Reviews financial statements, budget execution reports, and procurement actions through Systems, Applications, and Products (SAP) financial system to ensure all expenditures align with Appropriated Funds (APF)/Uniform Funding Management (UFM) and Nonappropriated Funds (NAF). Analyzes manpower data to recommend staffing adjustments that meet operational demands.

Conducts routine information security checks and records management audits to guarantee continuous compliance with the Personally Identifiable Information (PII) and Privacy Act, and DoW records retention directives. Ensures all MWR facilities remain well-maintained, visually appealing, and operate in a highly cost-effective manner by conducting on-site inspections across the installation on foot and by motor vehicle.

Serves as the primary department representative to professional associations, private organization, command interest groups (e.g., ombudsman and advisory boards), providing expert guidance and fostering strategic partnerships. Assumes the duties of Program Managers in their absence to ensure uninterrupted service delivery. Serves as Government Purchase Card (GPC) Approving Official (AO) for all transactions.

Program management duties comprise 35% of incumbent's time and include but are not limited to: Works with program managers and the MWR Director to develop and maintain local operating procedures and policies tailored to the installations specific MWR activities. Conducts periodic reviews of service delivery models to ensure they remain cost effective, fair, and aligned with organizational standards for effectiveness.

Manages the division's financial resources by formulating, executing, and analyzing APF/UFM and NAF budgets to maximize efficiency, ensure regulatory compliance, and deliver recommendations. Forecasts financial requirements for all MWR operations, projects, and events for MWR Director approval, and maintains accountability within approved funding levels.

Formulates, interprets, and monitors the application of administrative policies for MWR facilities and services, collaborating with the MWR Director to evaluate and revise overarching command instruction and policy directives. Facilitates the daily planning, scheduling and technical support to ensure seamless execution of MWR programs. Manages program operations proactively to ensure all performance standards are met and organizational accreditation is achieved.

Collaborates on the development of capital improvement projects, including new construction and major renovations, to ensure facility designs align with MWR operational mission requirements. Serves as the Contracting Officer's Representative (COR), monitoring minor and major construction, renovation and alteration projects. Keeps the MWR Director fully informed of overall accomplishments, deficiencies and the status of on-going programs and special projects assigned.

Prepares, reviews, and routes correspondence for approval by the MWR Director. Assumes the duties and responsibilities of the MWR Director in their absence. Supervisory duties comprise 25% of the incumbent's time and include but are not limited to: Directs work to be accomplished by a workforce of both NAF and APF employees. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.

Conducts annual performance reviews of staff.Participates in section staffing decisions. Ensures staff receive proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Supports CNIC's Equal Employment Opportunity (EEO) policy.
