Job Summary

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

Key Responsibilities

The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities.

Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements.

The ODNI Senior Procurement Executive is the senior principal advisor within the Office of the Chief Financial Executive responsible for leading the acquisition and procurement efforts across the ODNI, providing strategic direction and oversight to ensure effective and efficient acquisition practices. To be considered, applicants must have significant procurement and acquisitions experience, preferably in an Intelligence Community (IC) agency.

They must also possess a strong understanding of federal procurement regulations, including the Federal Acquisition Regulation (FAR), and experience with acquisition management systems. This role requires a seasoned professional with expertise in strategic planning, leadership and management, who can drive process improvements and implement best practices to achieve organizational goals.

Leads the implementation of ODNI acquisitions planning by executing comprehensive procurement strategies, collaborating with senior stakeholders to identify acquisition priorities, and ensuring alignment with organizational goals and objectives, IC policies, and FAR. Certify Contracting Officers: Approve Contracting Officers' certifications in the Acquisition Workforce Certification System, ensuring they possess the necessary training and expertise.

Delegate Procurement Authority: Delegate procurement authority to Contracting Officers as necessary to facilitate the procurement process. Acquisition Review Board (ARB) Document Reviews: Conduct reviews of ARB documents to ensure compliance with federal regulations and policies. Supervise Procurement Staff: Supervise the Head of Contracting Activities and Corporate Contracting Officers' Technical Representatives, providing guidance and oversight on procurement activities.

Ensure Compliance with Regulations: Ensure all procurement actions comply with federal regulations, including the FAR, and ODNI policies and procedures. Provide Strategic Leadership: Provide strategic leadership and direction to the procurement team, identifying opportunities for process improvements and implementing best practices.

Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of War, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.

Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
