Develops budget submissions, multiyear forecasts, spend plans, and funding adjustments aligned with Planning, Programming, Budgeting, and Execution (PPBE) and MCCS/MCHS capital planning cycles. Collaborates with financial, legal, contracting, and facility stakeholders to validate requirements, funding eligibility, and appropriate use of appropriated and non-appropriated funds. Monitors program funding, commitments, obligations, expenditures, and project balances.

Reconciles financial and project data, identifies execution shortfalls, evaluates cost growth and schedule changes, and recommends funding adjustments or reprioritization. Provides leadership with assessments of financial risks, funding requirements, and potential impacts on facility conditions and service delivery.

Monitors FSRM projects from requirements development through closeout, coordinating with installations, Public Works, contracting offices, and construction agents to track milestones, schedules, and deliverables. Identifies execution challenges and recommends corrective actions to maintain project scope, cost, and schedule.

Integrates long-term sustainment and recapitalization requirements with installation master plans, real property objectives, MCCS/MCHS business plans, and facility investment priorities to support lifecycle planning, reduce maintenance costs, and minimize operational disruptions. Analyzes facility condition, plant replacement value, sustainment costs, utilization, and portfolio data to evaluate investment requirements and program performance.

Uses GoRPM, Oracle, and other systems to maintain records, validate data, resolve discrepancies, and improve reporting. Prepares dashboards, performance reports, executive briefings, issue papers, and decision packages addressing program status, facility risks, funding requirements, and recommended actions. Evaluates progress against established milestones, execution plans, and facility condition objectives.

Maintains supporting documentation for leadership reviews, audits, and reporting requirements.
