This position serves as a Physical Security Specialist (Locksmith) in the Protective Services Division, Security and Emergency Preparedness Directorate (SEPD), Office of the Chief Operating Officer, at the Library of Congress (LOC) and reports to the Chief, Protective Services. The incumbent serves as the technical subject matter expert for hardware, lock and keying for the Library of Congress three buildings on Capitol Hill and branches in Culpeper, VA and Ft. Meade, MD.
As the Physical Security Specialist (Locksmith), you will: Serve as a major technical source of knowledge concerning physical security standards and applications interpreting policy originating from the Protective Services Officer and other higher agency officials. Develop policies, implement instructions, provide guidance to management officials and other security specialists, and resolve issues involving conflicting security requirements.
Serve as an expert in basic locksmithing practices, including the design and implementation of keying schemes, installation of lock hardware, and application of keying programs.
Develop agreements with other agencies for security resources and responsibility sharing; interpret new policy issuances for application in a variety of environments and locations; or plan and recommend the installation of multi-layered physical security systems, which involve employee access controls, physical protection devices, monitoring equipment, remote alarm equipment, etc.
Perform assignments consisting of projects, studies, surveys, or evaluations characterized by the need for substantial analysis of problems. Assess situations complicated by conflicting or insufficient data, which must be analyzed to determine the applicability of established methods, the need to digress, or whether specific waivers can be justified.
Consider areas of probable future change in Library policies, system design, equipment developments, or comparable aspects of projects in order to facilitate subsequent modifications. Plan the work, develop recommendations, and refine the methods and techniques to be used. Performs other duties as assigned. The selected candidate must be able to obtain and maintain a Top Secret/SCI security clearance. Experience with the Medeco keying system is preferred.
The position description number for this position is 470728. This is an on-site position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
