The Associate Chief of Staff (ACOS) for the Physical Medicine and Rehabilitation Service provides administrative, clinical, and programmatic leadership for the Physical Medicine and Rehabilitation Service to ensure achievement of the clinical, research, and education goals. The ACOS of PMR will also serve as a physician according to approved clinical privileges at VA PIHCS with an expected average clinical time of at least 0.1 FTE. The position is located in Honolulu, Hawaii.

The incumbent reports to the Chief of Staff and serves as a key clinical resource for the Health System Leadership. Major duties include, but are not limited to: Leadership/Supervision Supervises a variety of positions directly, or indirectly (administrative, physicians, nurse practitioners, Rehab specialists, Prosthetics and Sensory Aide staff and other staff as assigned by the Chief of Staff).
Responsible for the management and oversight of clinical and administrative operations. Provides physician/clinical/administrative leadership and serves as an advisor to Chief of Staff and other service line leaders. Ensures facility's goals and benchmarks for integrated care delivery are met.
Responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN, and VACO, ensuring compliance with appropriate bodies (such as The Joint Commission) and monitoring entities as appropriate. Has supervisory responsibilities noted above, with additional responsibilities including management of Human Resource, performance appraisals, Credentialing & Privileging, and professional boarding procedures for various disciplines.
Support all existing safety and infection control practices relevant to this position. Contributes to and keeps abreast of new safety and ergonomic practices as they are developed. Complies with safety, security, and privacy policies, arranges proper clinical coverage during planned absences, and complies with hand-off communication policy.
Quality Improvement Directs the continuous measurement and improvement of the quality, timeliness and patient satisfaction with clinical care provided by the services. Targeting performance improvement initiatives to address national programs such as SAIL (Strategic Analytics for Improvement and Learning), HEDIS (Healthcare Effectiveness Data and Information Set), productivity, and utilization Management/Efficiency of care.
Plans, coordinates, and ensures high quality, timely, patient centered care through utilization of multiple quality measurement tools. Improves patient outcomes through the implementation of strategies such as clinical practice guidelines and critical pathways, health risk assessments, provider profiling, use of electronic medical record and clinical reminders, and case management.
Continuously assesses and improves the processes of patient care delivery in the service to enhance patient safety. Provides continuing surveillance of the professional performance of all providers who have delineated clinical privileges. Budget/Fiscal Management Recommends sufficient number of qualified and competent persons to provide patient care, treatment, and services.
Collaborates with other service chiefs in the development and execution of the overall Medical Center strategic and business plan. Plans initiatives and develops programs in collaboration with other services to ensure coordination of service, reduction of redundancies, and enhancement of cost effectiveness. Stays abreast of and educates staff about changing conditions in health care. Encourages and rewards risk-taking and entrepreneurial behavior.
Encourages demonstration projects, pilots, and other experimental approaches, which may lead to the development of alternative revenue streams and other gains in the organizational outcomes. Other Duties as assigned by the Chief of Staff.
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted.
Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated.
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
