Job Summary

The incumbent serves as Chief of Primary Care within Columbia Veterans Affairs Health Care System (CVAHCS). The primary role is overseeing service delivery and supporting strategic planning aligned with organizational priorities. This will involve creating the annual Primary Care Strategic Plan, identifying system development and coordinating with the Executive Team and Service Chiefs.

This position provides direct supervision for 63 clinical and administrative full time employee's (FTEs)."

Develop and implement measures to ensure efficiency and effectiveness. Develop and execute a Primary Care Service Business Plan. Be accountable for resources used, directly and indirectly, by the Primary Care Service. Promote and develop measures to monitor staff performance and assess clinical outcomes. Quality Improvement: direct continuous measurement and improvement of quality of care.

Create strategic partnerships with VHA facility program directors, service line chiefs, and community organizations. Collaborate with other Primary Care Service Chiefs, VISN leadership, VA Central Office staff, and VA leadership. Human Resources Management: participate in selection of team members, oversee recruitment, provide supervision, and assure appropriate actions in promotions, selections, rewards, recognition, training, and problem resolution.

Team Building: develop a strong interdisciplinary team; provide clinical input and oversight for patient treatment plans. Work Schedule: Monday thru Friday, 7:00am-3:30pm. Subject to change based on the needs of the agency.

Requirements & Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted.

Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated.

NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.

The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
