The Physician - Chief of Staff (COS) serves as a full member of the Executive Leadership Team, reporting to the Medical Center Director and bears responsibility for providing high-quality, patient centered medical care through innovation, equity, and a culture of continuous improvement.
Major Duties include, but are not limited to: Strategic Leadership & Resource Management Provide visionary clinical leadership, aligning medical services with VA priorities in access, quality, transparency, equity, and Veteran experience. Oversee resource allocation and clinical performance improvement, ensuring optimal utilization to support value-based and whole health care models.
Drive organizational transformation by incorporating emerging technologies - including telehealth, digital health, and data analytics - into care delivery and performance improvement initiatives. Quality, Safety & Regulatory Compliance Foster a culture of safety and high reliability, ensuring compliance with VHA Directives, Joint Commission (JC), Office of Inspector General (OIG), Office of Medical Investigator (OMI), and other accreditation and regulatory bodies.
Monitor medical staff compliance with bylaws, facility policies, standards of care, and all applicable federal and state regulations. Provide oversight for implementation and sustainment of high reliability organization (HRO) principles, Just Culture, and the continuous incorporation of evidence-based practices.
Clinical Program Development & Operations Drive the design, development, and evaluation of clinical programs to address current and emerging health care needs, including whole health, behavioral health, women's health, and rural health access. Collaborate with clinical and administrative leaders to enhance integration of care across the continuum, with emphasis on care coordination, population health management, and patient safety.
Regularly assess and adjust services to meet evolving Veteran population needs, incorporating legislative mandates and special program priorities. Education, Academic Affiliations, and Workforce Development Strengthening medical education and training partnerships with academic affiliates, supporting workforce development, research, and professional growth. Foster interprofessional learning environments and champion lifelong learning and staff development.
Interdepartmental & External Relationship Management Serve as medical liaison to the VISN 1 North Atlantic Network and HAS 1.3, community partners, federal agencies, Veteran advocacy groups, and academic affiliates. Participate in national and VISN/HSA level workgroups and committees, representing the facility and sharing best practices across the system.
Veteran-Centered Service Excellence Advance the "Veteran Experience," emphasizing communication, respect, customer service, and responsiveness to Veteran and family needs. Lead efforts to engage Veterans and families in shared decision-making processes, supporting person-centered, whole health care. Data-driven Decision-Making & Innovation Leverage data analytics and digital health tools for performance monitoring, decision support, risk management, and quality improvement.
Promote innovation in clinical care, research, and workforce management to advance the health system's mission and support the VA's modernization goals. Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted.
Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated.
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
