This position is in the Department of Labor, Employment and Training Administration, Office of Job Corps (OJC), Division of Policy, Coordination, and Planning (DPCP). The official title of this position is Supervisory Program Manager. This position is a non-bargaining position.
Major duties for this position are listed below: Evaluates, recommends, and facilitates implementation of new regulation and policy approaches and alternatives to address current or anticipated workforce development needs. Leads the programs' rulemaking process for regulatory changes. Prepares and coordinates the clearance or approval of required congressional, US Government Accountability Office and Office of Inspector General (GAO/OIG), and other program performance reports for internal and external stakeholders. Fosters a workplace where individual differences are valued and leverage to achieve the vision and mission of the organization. Facilitates cooperation and motivates team members to accomplish group goals. Negotiates acceptable agreements to resolve conflicts and controversial disputes. Provides authoritative advice and consultation to program officials and customers related to Workforce Innovation and Opportunity Act (WIOA) regulation and agency/Job Corps policies, guidance, and procedures. Scans the field for emerging issues, innovations, best practices, risk management, and critical needs to inform program and budget development, legislative initiatives, and agency communication strategies and products. Brings the voice of customers, stakeholders, and partners into the organization in assessing the direct and significant impact of services provided on other functions and activities throughout the agency. Advises Administrator and/or Office Director and leads strategic planning, policy development, program operation and performance accountability for the development and administration of a national workforce investment system. Develops a division annual strategic or work plan and strategically manages resources and staff of division to ensure high performance, greater public accountability, quality service, and customer satisfaction. Articulating and communicating to subordinates the assignment, project, problem to be solved, actionable events, milestones, and deadlines/timeframes.
