Job Summary

This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), Office of Small and Disadvantaged Business Utilization (OSDBU). The primary purpose of this position is to provide expert acquisition policy analysis, procurement program oversight, regulatory compliance review, strategic planning, and advisory services concerning small business utilization in DHS contracting programs.

Non-BU: This is a non-bargaining unit position.

Key Responsibilities

As a Procurement Analyst, GS-1102-13/14, your typical work assignments may include: Analyzing small business performance data. Designing, developing, and managing dashboards, reports, briefing materials, and analytical tools used to monitor program effectiveness, track goal attainment, and support leadership decision-making.

Drafting, updating, and implementing policy memoranda, templates, and guidance governing small business coordination, market research, subcontracting, and acquisition planning. Providing policy advice and technical guidance on matters related to small business acquisition policy and procurement operations. Participating in Procurement Management Reviews (PMRs), internal assessments, and compliance reviews related to small business programs and acquisition operations.

Identifying trends, gaps, and risks in small business participation and preparing recommendations for corrective actions or program improvements. Developing and recommending Department-wide policy, procedural improvements, and strategic guidance to implement and strengthen small business programs related to acquisition planning, market research, subcontracting compliance, and small business coordination.

Participating in the planning and execution of events that serve as an opportunity to 1) educate industry on how to be eligible for DHS contracting opportunities and/or 2) train the DHS acquisition workforce. Assisting small businesses to obtain payments, required late payment interest penalties, or information regarding payments. All DHS-HQ announcements have a 5 business day open period due to the number of applications received.

Requirements & Education

This position requires specific coursework to meet the basic education requirement. You must submit an official or unofficial transcript which list courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section.

If the transcript(s) does not clearly demonstrate this, you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
