The purpose of this position is: to performs duties directly contributing to the administrative management of the healthcare delivery system of one of the largest healthcare systems in the VA. These duties are related to program and policy development, change and change management, innovation and implementation science. This position uses a high degree of analytical ability and specialized knowledge of the principles and practices related to the management of healthcare systems.
The incumbent provides enterprise data tracking, trending, analysis, and reporting to support VANTHCS leadership in optimizing productivity, access, workflow, clinic efficiency, and regulatory compliance. Serving as a key analyst and staff advisor to the Executive Director/Deputy Executive Director and Business Office (BO), the position delivers statistical reports, action plans, and performance improvement recommendations using VA analytics platforms and data warehouses (e.g., VISTA, VSSC, Pyramid Analytics, BISL CDW/RDW, SQL, CPRS, Power BI, Excel). Data Collection, Tracking & Reporting Collaborate across clinical and administrative services to analyze healthcare delivery data and produce monthly, quarterly, and annual reports. Build, validate, and distribute reports from VISTA, VSSC, Pyramid Analytics, BISL (Regional & Central) Data Warehouses (CDW/RDW), Microsoft SQL, CPRS, ProClarity, Power BI, Excel. Maintain and interpret datasets such as SAIL, Clinical Reminders, wRVU productivity, Mental Health Treatment Coordinator, Consults, Encounter Activity Action Required, ACRP, PCMM, workload, and ad hoc analyses. Recommend corrective actions to optimize operations; design and implement data quality programs and business practice improvements. Prepare executive-level briefings and dashboards; coordinate approvals for reports requiring signature by the Executive Director/Deputy Executive Director and BO leadership. Validate data accuracy/completeness; reconcile period-over-period variances and explain trends or anomalies. Act as a subject-matter consultant on financial/clinical workload reporting; perform analyses on expenditures, utilization, and demographic trends. Manage tools/applications for data capture and quality improvement; develop studies and summaries to validate inpatient/outpatient workload at the encounter level. Research & Data Analysis Design and deliver reports on PCMM, BHIP, and mental health outpatient access (e.g., wait times, missed opportunities). Evaluate program/clinic performance and efficiency; develop bespoke databases with OI&T, Clinical Applications, and Data Warehouse when needed. Establish performance criteria/standards and analyze data to inform future strategy; leverage local/national sources (VISTA, CPRS, VSSC, ProClarity, Pyramid) to diagnose issues and align with leadership objectives. Program Planning Lead short- and long-range planning in accordance with VA directives; consolidate inputs from subordinate units and propose policy/process revisions. Identify needs and risks; recommend cost-effective operational flexibilities and program realignments (expand/contract/combine/separate) to meet patient needs efficiently. Direct administrative research and management analyses; acquire and present population-based planning data, economic/demographics, patient care, and performance metrics. Develop and coordinate internal review systems to ensure compliance with agency, accrediting, and regulatory requirements. Special Projects Plan and execute high-impact projects for Executive leadership; stand up committees/workgroups, workshops, and cross-agency initiatives. Produce complex analyses and reports; conduct program reviews; develop training priorities and materials; deliver classroom/group instruction. Clinic Access & Efficiency Assess outpatient clinic access, wait times, workflow, and panel sizes; ensure compliance with national/local performance measures. Design/run VISTA, Pyramid, SQL reports and track VSSC/CDW data to monitor mental health clinic access. Identify bottlenecks, recommend solutions, and track impact on availability and patient/provider satisfaction. Partner with clinic chiefs to implement process improvements; provide regular status updates and resource recommendations to leadership. Apply knowledge of applicable laws, regulations, policies, and precedents to plan and evaluate improvements in primary care and mental health clinic operations. Other duties as assigned.
