Job Summary

The position is located in Washington DC at the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Veteran Readiness and Employment (VR&E). The primary purpose of the position is to assist the Deputy Director and the Executive Director, VR&E, in directing the development of programs, systems, data, analysis, strategic planning, and administering VR&E national Employment programs.

Major Duties

Specific duties include: Develops and implements systems to coordinate the sharing of information and viable employer referral in order to facilitate the rehabilitation of disabled veterans and facilitate alternative training and employment opportunities conducive to the unique needs and disabilities of disabled veteran employees. Serves as the primary contact for Client Relations, fostering effective communication, collaboration, and coordination on VR&E programs, policy implementation, and emerging concerns impacting Veteran employment services. Interpret policies, procedures, operational methods, and quality assurance criteria for the purpose of promoting and facilitating the efficient and effective implementation and achievement of VR&E program objectives. Provides executive oversight of employment services delivered by Regional Offices and field operations, ensuring consistent implementation of national employment policies, procedures, and initiatives designed to improve Veteran employment outcomes. Identifies and assesses potentially new products and service opportunities. Responsible for ensuring that VR&E's budget formulation and execution processes are completed within guidelines and timelines, coordinates budget and manpower requirements with VR&E and OFM budget Staff and the VBA Office of Resources Management in order to support and achieve agency and manpower goals. Develops strategies using the latest technology and ensures the needs and capabilities of VR&E employment and training goals are met in all areas. Makes recommendations, assesses deficiencies, and proposes solutions that will improve program effectiveness and meet overall service delivery needs. Directs the conduct of comprehensive studies from which to generate management reports, and gather budgetary, resource, statistical, occupational, and other data relevant to effectively promoting the VR&E program. Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. Develops and implements innovative products and services while working collaboratively with field offices, partners and stakeholders to enhance veteran satisfaction. Performs all other duties as assigned. Work Schedule: Full time, Monday through Friday Compressed/Flexible: May be available. Telework: Ad Hoc. Virtual: This is not a virtual position.
