This Program Analyst is assigned to the office of the Chief, Environmental Management Services (EMS), and functions as the administrative official with responsibilities that reach into all organizational elements of the service.
Also responsible for the Quality Assurance Program encompassing all functions and programs for which EMS is responsible, and responsible for monitoring all aspects of the Sanitation Section, Pest Control, and Linen Section to include personnel protective equipment.
Major duties include, but not limited to: Embraces and upholds the guiding principles of the VA health care system, performing all assigned duties in a manner that promotes quality achievement, outstanding customer service, and a work environment fully committed to serving Veterans. Actively supports the team concept by contributing to team initiatives, functioning as a collaborative team player, and continuously seeking ways to improve the effectiveness of team efforts.
Works closely with the Chief and Assistant Chief, Environmental Management Service (EMS), to coordinate EMS functional activities with the overall medical center mission and operational priorities. Prepares evaluations and establishes monitors for external reviews; coordinates EMS input and follows up on multidisciplinary evaluations to ensure timely and complete responses.
Reviews patient satisfaction surveys and customer complaints on a recurring basis and prepares related quality assurance reports, including VACO non-recurring environmental quality reports. Serves as the Training Management System (TMS) Coordinator for EMS and as Alternate ADP Coordinator; develops, updates, and delivers instruction across a wide variety of well-established subject-matter areas using diverse teaching methods and tools to meet student learning needs.
Collaborates with Infection Control Coordinators to ensure training and operational practices adhere to guidelines for Healthcare-Associated Infections (HAIs); ensures EMS SOPs and policies remain current, accurate, and compliant.
Designs, develops, and conducts special studies for data collection and analysis, including comparative cost reports across Medicine, Surgery, Psychology, Extended Care, and other elements for VACO ECI reports; tracks and reports data required for VACO waste management and GEMS reports.
Serves as the Contracting Officer's Representative (COR) for outside contracts, evaluating contractor performance for compliance with specifications and services rendered; integrates quality assurance requirements into employee performance standards, coordinates performance evaluation inspections with service supervisors, and develops/maintains a computer tracking system to record inspections, competency questions, and other performance evaluation data, providing periodic documented analysis to the Chief and/or Assistant Chief.
