Job Summary

The incumbent of this position is responsible for the day to day building operations and maintenance of leased administrative and clinical space for the Ann Arbor Veterans Health System. Incumbent will assist with the day-to-day management of facility operations and building operating systems supported by the VA. This position is located at the LTC Charles S. Kettles VAMC in Ann Arbor, Michigan.

Major Duties

Duties may include, but are not limited to: Building Management and Operations - 60% Responsible for the day to day operation and maintenance of Ann Arbor Veterans Health Systems Community Based Outpatient Clinics. Initiates and serves as the Contracting Officer's Representative (COR) for property leases and a variety of building maintenance and repair contracts and coordinates with a variety of service providers who perform work at the CBOC's. Develops statements of work, contract specifications, and cost estimates for repairs and improvements to systems and services, monitor and evaluate contractor performance. Evaluates, develops and recommends a course of action for coordination on decisions involving changes or alterations to facilities and utilization. Will manage the work order system for all leased spaces to ensure VA provided maintenance is completed on a timely basis. Assist with the day-to-day management of facility operations and building operating systems supported by the VA. Regularly engage property owners/managers/contractors to review lease building systems to ensure they are functioning as designed and are in good working order; including HVAC, electrical, energy management, fire safety and plumbing. Review actions and provide advice, guidance in compliance with current regulations to property lessor, facilities management, and executive leadership on immediate needs and future operations in comprehensive written reports and presentations. Advises the Chief of Facilities Management regarding assignment and use of facilities, regulatory requirements and directives and policies. Will ensure all Environment of Care discrepancies involving facilities operations are addressed and completed through use of work orders or the building owner. Coordinate with individual facility governmental entities, maintain current working knowledge of local and federal code regulations including FDA, health department, energy management, CFR, OSHA, and FPMR (Facility Property Management Regulations) impacting building operations. Responsible for facility plans to accommodate constantly changing missions, organizational realignments, activation of emergency operations, and assignment of new or additional equipment which in turn requires additional or different facility space Establishes rapport with contacts to obtain information and to influence, motivate or persuade individuals and/or groups in the use and disposition of facilities. Serves as leader, organizing and directing operations, when studies and analyses are of such scope that they require a team effort. Identifies facilities issues and coordinates with the Chief of Facilities Management on matters relating to disposal, retention, or maintenance. Research, analyze, and prepare reports to Facilities Management and Planning to operate facility assets at their most effective level based on building conditions and life-cycle cost analysis Administrative and Analysis- 30% Reviews and certifies invoices for contract facility support for a variety of facility supportive vendors. Analyzes and evaluates facility maintenance, security, and safety by determining specific requirements and implementing programs based on the needs, interests and level of detail needed to satisfy a wide variety of user requirements. Provide reports, analysis, and recommendations to align with and positively impact future operations; apply analytical reporting to both existing and planned lease buildings to FMS, ELT, or appropriate service. Prepare correspondence for the signature of Facilities Management and VA executive leadership addressing facilities and leasing program issues. Prepare various reports dealing with organizational and functional issues. Prepare and sign, in accordance with established supervisory policies, routine correspondence as directed. Leasing- 10% Initiates and serves as the Contracting Officer's Representative (COR) for property leases and a variety of building maintenance and repair contracts and coordinates with a variety of service providers who perform work at the CBOC's. May be required to write supplemental lease agreements in order to meet current or future needs. Customer requirements must be cross-checked, analyzed and interpreted to obtain accurate, relevant information on factors such as clinical need, work flow, staffing, mission, location and type of equipment required to meet user needs for healthcare requirements/regulations, energy management, long-range and short-term building requirements, the host activity construction and maintenance program.
