Job Summary

This position is located in the Air Traffic Organization, Management Services, People Services Directorate, Field Technical Requirements & Forecasting Group (AJG-P2). This Group provides accurate and timely recommendations with regard to placement and future needs for the ATO Technical workforce from a global perspective.

Key Responsibilities

As a subordinate supervisor, this position reports to the designated selecting official for the new hire ATCs in the ATO in the ATO Technical Onboarding Team (AJG-P23). This position is designated as the Supervisor of new hire ATC trainees. Although the employees (new hire ATCs in the ATO) are located in another organization within ATO, AJG onboards and supervises the trainees to training at the Academy.

This position serves the supervisory function for this large group of Academy trainees and oversees their progress, approves travel, time and attendance, administers conduct and discipline, terminates the trainee when needed (ie. Training failure, suitability issue, conduct issue).

The Academy New Hire Program Manager applies experience and expert knowledge of program and/or project management fundamentals to manage the day-to-day administrative activities involving new student hires to the Air Traffic Control Academy by serving as the supervisor for all Air Traffic Control Specialist (ATCS) Academy students. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of the manager.

Applies knowledge of Federal Aviation Administration (FAA) hiring policies and objectives to facilitate and guide the facility placement program for new hire ATCS who successfully complete academy training. This work directly affects the ATO's ability to meet ATCS hiring goals to ensure the safe and efficient operation of the National Airspace System.

Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate.

Provides oversight for the new hire ATCS Academy students' Academy attendance and coordinates with offices located at the Mike Monroney Aeronautical Center (MMAC) and Headquarters regarding class schedules, rosters, training class dates, etc. Approves new student hire time and attendance, conducts administrative inquiries, and administers disciplinary actions. Certifies GI Bill Training Certificates and approves travel authorizations and vouchers.

Oversees recording in eLMS of completed training courses into student records. Oversees the establishment of FAA network accounts and email addresses for new hire students. Applies knowledge of EEO regulations and participates in EEO investigations as required. Acts a principal specialist in developing new and innovative approaches, methodologies, and/or techniques to improve program operations.

Coordinates ATCS new hire pipeline of applicants available for onboarding at the FAA Academy, which frequently requires the development of new and innovative approaches. Analyzes and evaluates the effectiveness of the new hire program. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Creates and maintains project plans and leads ad hoc team meetings to track progress of ATCS Academy Students. Monitors and manages program tasks to assess whether hiring goals are being met. Identifies key parameters to track data, maintain new student database, analyze data, and to report progress status to management. Develops evaluation methods to assess program strengths and identify areas for improvement.

The Program Manager applies skill using desktop and automated programs such as Microsoft Office Suite, including Excel, Power Point, Word, Visio, and other automated software. Analyzes and edits material/data for presentations to senior management. Prepares responses to Congressional inquiries and other highly visible ad hoc projects as required.
