Major Duties

As a PROGRAM MANAGER (STRATEGIC COMMUNICATION AND OUTREACH) at the GS-0340-14 some of your typical work assignments may include: Senior Communications Advisor: Serves as the principal Strategic Communications and Engagements Advisor to Department leadership, directing the design, implementation, and management of a comprehensive, department-level strategic communications program. Department-Level Messaging: Develops and governs Department-level strategic messaging frameworks and oversees the creation, review, and public presentation of all Department media and outreach materials to ensure brand and mission alignment. Interagency Liaison & Alignment: Establishes and maintains critical communication channels and liaison relationships across DTRA, DoW components, and federal government agencies to synchronize and apprise stakeholders of the DoW's physical CBD S&T programs. Acquisition-Aligned Outreach: Leverages acquisition program management principles, business acumen, and national security expertise to align strategic outreach efforts with the identification, development, and delivery of chemical and biological defense S&T capabilities. Global Partnership & Collaboration: Manages and expands global biodefense collaboration networks, fostering domestic and international strategic partnerships within the CB community to streamline the transition of emerging S&T efforts into operational DoW capabilities. Executive Guidance & Reporting: Routinely authors and delivers authoritative written and verbal guidance, executive briefings, and strategic communication reports for S&T Managers and senior Department leadership to drive decision-making. Multi-Domain Campaign Integration: Integrates scientific methods and strategic communication tools to design, execute, and monitor multi-domain outreach campaigns that demonstrate the value, progress, and national security impact of the Department's scientific portfolio
