Major Duties

This Property Management Specialist position is located in the Property Management Division (PMD),Facilities and Administration (F&A), Mission Support (MS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a Property Management Specialist for PMD's Policy, Compliance, & Disposal Branch. Ensures inventory accountability, care, protection, and disposal of assets. Interprets policy and providing support to TSA programs that purchase and deploy accountable property to TSA HQ and field locations. Assignments may require knowledge and experience working across functional and/or organizational lines and may include tracking and analyzing data to ensure compliance with policies and procedures, providing guidance to less-experienced professionals in daily operations, identifying, analyzing, and recommending solutions for complex/difficult problems, and recommending improvements to systems and processes. Provides customer service; collaborates with TSA internal and external stakeholders and promotes awareness of property management policies, requirements, and programs. Contacts typically are internal and external, with regular contacts among major subdivisions, customers, and other external parties to share information about the TSA and explain the applications of policies and procedures. Provides advice and guidance to professionals, managers, and employees sufficient to resolve recurring problems or those requiring adaptation of past precedents through the sharing of information or recommending alternative approaches, including the review of policies and precedents under limited guidance. Undertakes extensive research and analysis and coordinates with more senior specialists and/or supervisor as necessary to ensure that the most recent guidance is applied when making technical decisions or advising managers, staff, and employees. May recommend unprecedented interpretations of guidance consistent with mission requirements and compliance with underlying statutes applying considerable discretion in advocating specific courses of action. Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs.
