This position is located in the Prosthetics and Sensory Aids Service (PSAS) at W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, NC. The Purchasing Agent is responsible for performing direct medical supply Purchasing to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans.

The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major duties and responsibilities include but not limited to: Processing purchases under the Simplified Acquisition Threshold using competitive purchasing methods and GSA contracts Purchasing patient-specific medical equipment and supplies, including durable medical equipment, rehabilitation and mobility equipment, oxygen, surgical implants, and related services Working with medical/requesting departments to gather information needed to complete purchases Identifying appropriate government and commercial vendors and determining the required level of competition Creating and issuing Requests for Quotations (RFQs) and soliciting competitive bids Finding and developing relationships with new vendors and potential sources Reviewing and evaluating vendor quotes and proposals Documenting purchasing decisions, preparing purchase awards, and maintaining required records.
Tracking purchasing activity, compiling statistics, and preparing reports Ensuring all purchases comply with FAR, VAAR, VHA policies, and applicable VA directives and handbooks Performing other similar duties as assigned Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not Approved
