The Director leads, drives, manages, and oversees the strategic direction, technical engineering support, financial operations of the Regional Business Center (RBC) for Contracting, Information Management, Logistics Management, Public Affairs, and Resource Management. Is the Division Commander's primary advisor on all matters pertaining to the RBC. Directs implementation of strategic initiatives. Performs strategic evaluations of long-term workload trends, shapes and trains the regional workforce, and promotes and manages workload sharing between districts and with other RBCs. Leads the Programs and Project Management Business Process across all aspects of the RBC to include Civil Works, Military Programs, Support for others, and Environmental Programs. Chairs the Regional Management Board (RMB) responsible for executing the Strategic Planning, Corporate Initiatives Management, and Strategic Performance Measurement and Management missions. Participates as a member of the National Management Board (NMB) to establish command policy and guidance from a corporate perspective. Provides regional Corps technical interface with other Federal and non-Federal entities within the Division's boundaries. Establishes a working relationship with various functional chiefs, ASA for Civil Works, ASA for Installation and Environment, Office of Management and Budget, Congressional members and their staffs, other Federal and State departments and agencies. Serves as the authorized technical representative of the Commander in meetings/conferences with representative of HQUSACE, other Divisions, districts, and other Federal, State and municipal agencies. Oversees participation by elements of the Directorate in regional mobilization, emergency activities, and coordination of regional technical needs and capabilities among districts, other Divisions, and governmental agencies. Serves as the Research and Development Coordinator in the Division for all research activities.
