Job Summary

The Performance Measures Analyst RN demonstrates specialized experience and leadership, characterized by responsibility and accountability for managing performance and accountability for managing a comprehensive performance measurement program that integrates across services and disciplines and significantly influences the organizational mission and in accordance with established policies, guidelines, and regulatory requirements at the facility, VISN, and VA Central Office levels

Key Responsibilities

The incumbent will manage the External Peer Review Program (EPRP) and Strategic Analytics for Improvement and Learning (SAIL), Mission Act, and other pertinent data for improvement of Veteran care, process, performance improvement, and quality. The Performance Measures Analyst Registered Nurse (RN) executes position responsibilities that demonstrate leadership, experience, and creative approaches to clinical analysis.

Applies knowledge of data, information, processes, organizational interactions, skills, and analytical expertise, as well as systems, networks, and information exchange capabilities to manage programs. This data leader is responsible for providing local or regional-level leadership in the development, definitions, governance, and analysis of data to support nursing evaluation and quality endeavors.

Responsibilities include, but are not limited to, the oversight of data collection and analysis, establishing effective clinical and administrative systems, designing useful decision support systems, managing, and delivering educational experiences, enhancing lifelong learning, and supporting healthcare evaluation.

The Performance Measures Analyst RN will foster leadership and professionalism by building, supporting, and creating alignments for data management best practices, and lead analytic initiatives, and innovation through collaboration and stakeholder engagement throughout the enterprise. Program responsibilities include program development, project implementation, logistics, ongoing monitoring and analytics, communication, collaboration, and education.

By collaborating with members of the interdisciplinary team, the RN influences outcomes, enhances clinical service delivery, and fosters a culture of quality improvement and patient safety. Core elements of performance include a deep knowledge of and active participation in program- and facility-level quality improvement processes, initiatives, and customer service programs.

The RN executes position responsibilities that reflect leadership, clinical expertise, and creative, innovative approaches to the management of research and data-driven processes, thereby contributing to ongoing healthcare evaluation and organizational excellence. At a minimum, the Performance Measures Analyst will perform the following eight core data analytic roles: - Data Mining - Maintaining Databases - Data Preparation - Quality Assurance - Team Development and Collaboration - Data Confidentiality - Report Preparation - Troubleshooting Surrounding Data Issues The incumbent is entrusted with implementing and managing the facility's organization-wide performance measurement program, with oversight of all national and local performance measures, including SAIL, CLC SAIL, Mission Act, and facilitation of External Peer Review Program (EPRP) activities.

Utilizing advanced clinical and analytic skills, the RN evaluates the quality and effectiveness of clinical performance through ongoing collection, aggregation, trending, visual display, and interpretation of data from both internal and external monitoring processes. The incumbent conducts population-level and individual case reviews to assess care delivery outcomes, identify vulnerabilities, and uncover opportunities for improvement.
