About the position: This position is Non-appropriated Fund (NAF) and is located at the NAF Human Resources Office, Yokota AB. This is Regular Full-Time Position, guaranteed 40 hours a week.
Serves as the subject matter expert and primary point-of-contact on all administrative, procedural, and regulatory requirements for the Yokota AB NAF Human Resources Security Program. Responsible for ensuring all security and background investigation requirements are in compliance with current directives for all NAF new hires, current employees, FSS volunteers, instructors, FCC providers, and any other individual associated with the FSS.
Processes and tracks all levels of background investigations (Tier 1, Tier 2, etc), Installation Records Checks (IRCs) for current and previous installations, Special Agreement Checks (SACs), and all associated and incidental paperwork in accordance with position requirements. Complies with incoming IRC requests within the specified time-lines as necessary.
Enforces accountability time-lines for NAF new-hires to ensure strict adherence to background investigation regulatory compliance. Effectively maintains current excel/database trackers reflecting the current status of all FSS investigations. Utilizes Electronic Questionnaires for Investigations Processing (e-QIP), Joint Personnel Adjudication System (JPAS), and other related systems to initiate, inquire about, and close investigations.
Troubleshoots when appropriate, and remedies delays by working with the 374 AW/IPO and related agencies as needed. Routinely and in a timely manner, mails investigative documents to the Office of Personnel Management (OPM). Serves as the primary focal point to receive and respond to written and verbal inquiries from the Installation Protection Office (IPO), Department of Defense Central Adjudications Facility (DoDCAF), and OPM.
Serves as the liaison between these offices, employees, and supervisors to provide accurate information, clarification, or remedy any issues. Screens for suitability issues on applications and background investigations. Refers suitability issues to agency adjudication officers for further review and adjudication. Establishes and maintains background investigative files and properly stages investigative documents as required.
Properly disposes of background investigative files according to records management directives. May be required to research and download forms and publications related to investigative requirements. Posts updates to directives and stays up-to-date on all changes to investigatory requirements as they occur. Updates the Defense Civilian Personnel Data System (DCPDS) to reflect completion of investigatory requirements.
Prints form NAF-17 and files in the Official Personnel File (OPF) reflecting updated information. Maintains current continuity binder reflecting the current processes and succession planning information. Conducts fingerprinting as required. Reports security processing timeliness at least quarterly. When not performing security duties, will assist with the completion of Human Resources Assistant duties. Performs other related duties as assigned.
