Job Summary

This position is located in Division of Guidance, Rulemaking, Economic Analysis, and Technical Editing, Economic Analysis and Liaison Branch. The supervisor is Matthew Burton. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Key Responsibilities

The successful candidate will perform the full range of duties leading and conducting authoritative analyses of complex information collection requirements contained in agency rules, forms, surveys, and other documents, ensuring alignment with Paperwork Reduction Act (PRA), 5 CFR Part 1320, and related federal information management regulations.

Such duties include but are not limited to: Develop, recommend, and implement agency-wide policies, standards, objectives, and procedures for information collection activities, including process improvements and adoption of new technologies. Provide authoritative advisory services and technical assistance to NRC staff and management on PRA compliance, information collection requirements, and regulatory text review.

Review, validate, and recommend approval of information collection justifications prepared by program offices, evaluating need, practical utility, estimated burden, and technical adequacy. Prepare and present in-depth analyses and reports on information collection requirements, including cost, programmatic, and technological impacts, to inform agency decisions and ensure compliance with federal standards.

Represent the NRC in negotiations and consultations with the Office of Management and Budget (OMB), NRC senior leadership, and other internal and external stakeholders regarding information collection submissions and policy positions. Develop and deliver training and briefings to NRC staff and management on PRA compliance, information collection processes, and best practices.

Monitor and evaluate agency compliance with federal information management laws, regulations, and standards; conduct periodic reviews to validate necessity, eliminate duplication, and improve efficiency. Lead or participate in the review of regulatory text to identify new or modified information collection requirements and provide guidance to rulemaking staff.
