Key Responsibilities

The United States Space Force (USSF) at Wright-Patterson Air Force Base, OH is searching for a Strategic Resource Planner and Programmer, NSIC/S5/8 (GG-0343-13). Description: Are you ready to be the architect of the resource strategy that underpins America's space and counterspace scientific and technical intelligence mission? The National Space Intelligence Center (NSIC) is seeking a dynamic and driven Program Analyst to serve on our NSIC Strategic Resource Programming Team.

This is not a back-office budgeting role; you will be at the very center of the action, serving as a lead analyst responsible for preparing, defending, and analyzing the multi-year resource plans that enable our intelligence production mission. You will be the crucial link between NSIC's strategic trajectory and the resources required to achieve them, ensuring our Guardians have what they need to protect U.S. interests in the space domain.

As the NSIC Resource Programmer, you will be immersed in the entire lifecycle of the Intelligence Community's resource planning process. Your daily work will involve diving deep into guidance from the highest levels of the DoW and IC to develop and defend NSIC's Program Objective Memorandum (POM), IPOM, and President's Budget submissions.

You will conduct trend analysis on complex data, develop insightful justification statements for senior leaders, and provide data-driven recommendations that shape the future of our intelligence capabilities.

If you are a proactive problem-solver who thrives on translating complex requirements into powerful resource strategies and want to see your work have a direct impact on national security, this is your opportunity to help secure our nation's future in the ultimate high ground.

Ideal Candidate: The ideal candidate for the NSIC Resource Programmer position is a forward-thinking and proactive problem-solver with a strong background in program management and a deep understanding of the Intelligence Community's resourcing landscape. We are looking for a strategic thinker who can translate high-level guidance into actionable, data-driven resource plans that will shape the future of U.S. space intelligence.

Strategic Resource & Program Management Expertise: Demonstrated experience navigating the Department of Defense (DoD) and Intelligence Community (IC) Planning, Programming, Budgeting, and Execution (PPBE) process. Adept at developing, defending, and analyzing critical resource submissions like the Program Objective Memorandum (POM), Intelligence Program Objective Memorandum (IPOM), and the President's Budget (PB).

A background of preparing multi-year program analyses and justification statements that effectively communicate mission impact. Intelligence Community Acumen: Possess a strong understanding of the IC's structure, functions, and strategic goals.

Familiar with the guidance and priorities set forth by key organizations such as the Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), Department of the Air Force, United Stats Space Force, and the Office of the Undersecretary of War for Intelligence and Security. Experience within a space-related intelligence organization is highly desirable.

Space and Counterspace Mission Knowledge: Possesses a strong understanding of the scientific and technical intelligence (S&TI) mission focused on space and counterspace. This includes a familiarity with adversary systems, capabilities, and threats, and a clear appreciation for how foundational intelligence enables the U.S. and its allies to win in the space domain.

Analytical & Critical Thinking Skills: Excel at analyzing complex data to identify significant trends, challenges, and opportunities. Proven ability to frame ambiguous problems, develop creative solutions, and generate insightful policy or strategy recommendations based on your findings.

Innovator's Mindset & Digital Fluency: Passionate about process improvement and are eager to embrace and champion the use of automation, data visualization, and advanced analytical tools to enhance efficiency and decision-making. See the potential for Super Intelligence and other emerging technologies to transform how NSIC manages resources and want to be at the forefront of that change.

Collaborative Spirit & Communication Skills: A natural collaborator with the ability to build strong partnerships with internal and external stakeholders at all levels. Ability to communicate complex financial and programmatic information clearly and concisely, both in writing and through executive-level interactions and briefings to a diverse range of audiences.

Education (Highly Desirable): A Bachelor's or Master's degree in fields such as Business Administration, Finance, Data Science, National Security Studies, STEM related fields, or related disciplines is highly desirable.
