The Primary Purpose of this Position: Incumbent serves as a technical advisor to the Accounting Department, performs duty as a supervisor accountant in the Finance Service of North Texas Healthcare System(NTXHCS), is directly responsible for all operations, training, and performance of the Accounting Department staff. Period.
The Accounting Department provides general ledger operations, cost accounting, financial statements and reports, agent cashier, and advisory service for all appropriations.
A Recruitment/Relocation Incentive may be authorized for a Highly Qualified Individual Duties to include but not limited to: Maintains a computerized double-entry accounting system.
Ensures proper workflow and integration between the accounting system and supporting interfacing systems such as Integrated Funds Distribution Control Point Activity Accounting and Procurement (IFCAP).Invoice Payment Processing System (IPPS), G-Invoicing and the Over-the-Counter Channel Application (OTCnet.)Veterans Personal Finance System (VPFS), Electronic Contract Management System (eCMS), capital asset inventory (CAI), project tracking reports (PTR) and automated tools like to support financial management and oversight.
Uses automated financial and accounting tools, including Microsoft Excel macros, to improve accuracy and efficiency. Ensures financial information is accurately processed and transferred between interconnected accounting and financial systems. Ensures general ledger accounts are reconciled at least monthly to maintain accuracy and integrity of financial records. Ensures cost accounts are reconciled at least monthly to verify the accuracy of historical cost data.
Ensures appropriate and timely corrective actions are taken to maintain financial accuracy and compliance. Monitors accounting activities to ensure passing or higher performance ratings on Financial Quality Assurance Management (FQAM) audit data pulls. Identifies and addresses potential accounting discrepancies or performance issues that could negatively affect audit results.
Maintains accountability for the accuracy, quality, and reliability of accounting operations and financial data. Provides coaching and training to staff, technical assistance and guidance, administrative assistance, and support. Supports strategic decision-making and ensures compliance with federal mandates. Ensures accurate financial management and regulatory compliance within the VA.
Promotes the efficient and responsible use of financial resources in support of veteran services. Supervises the Accounting Section to maintain required compliance and performance standards. Ensures adequate staff coverage at all times, including during unexpected absences, scheduled leave, training, and other staffing situations. Maintains access to government time-and-attendance systems to review and make decisions regarding staff leave requests.
Reviews and certifies timecards for Accounting Department staff. Maintains close and continuous communication with the Assistant Chief Financial Officer and other management officials regarding prospective budget controls. Promotes continuous improvement of workflow processes and operating procedures. Initiates appropriate disciplinary measures, including reprimands, and recommends additional corrective or disciplinary actions in more serious cases.
Utilizes the HR smart portal and coordinates with the facility's Employee Relations and Labor Relations teams regarding disciplinary and personnel matters. Participates in studies and investigations related to improving and maintaining the organization's fiscal health. Identifies and implements cost-effective approaches for integrating technology into the workplace. Develops and supports improvements to work processes through the effective use of technology.
