Job Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) ACCELERATED HIRE TITLE 5, Position Description Number T5914000 and is part of the HI 297 CAOS, National Guard. LOCATION: 297th Air Traffic Control Squadron, Hawaii Air National Guard (HIANG), Barbers Point, Hawaii

Key Responsibilities

Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. Veteran's Preference and category rating DOES NOT APPLY for this announcement under the Accelerated Hiring Authority. SUMMARY OF DUTIES: The purpose of this position is to manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions.

The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. Performs air traffic control duties in the control tower and radar facility and must be facility-rated in all air traffic control facilities assigned to the location. Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel.

Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors. Provides direction and makes decisions regarding problems. Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel. Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA.

Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness. Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures.

Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules. Establishes facility operational and administrative procedures and develops evaluation criteria.

Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives. Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs.

Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA. Evaluates airspace requirements, formulates modification, and negotiates proposals with the FAA. Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment.

Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies. Performs other duties as assigned. Requirements & Education

Final selection will be based upon qualifications, suitability, and available manpower resources. f.

This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. g.Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual.

Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination. h.

Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law.

Items checked include, education and fiscal accountability/responsibility.

IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: Dismissal from employment for delinquency or misconduct; Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; Intentional false statement or deception or fraud in examination or appointment; Habitual use of intoxicating beverages to excess; Reasonable doubt as to the loyalty of the person involved to the Government of the United States; Any legal or other disqualification which makes the individual unfit for service; Lack of United States Citizenship.

j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.

The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l.

Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. m. Current T32 Technicians/T5 employees who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available.

Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures. n. T5 Employees/T32 Technicians with permanent tenure will lose their permanent status if selected and will be converted to T5/T32 Indefinite.

If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. o. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period.

Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
