The Supervisory Budget Analyst manages the formulation, preparation, justification, and execution of the budget for the Minneapolis VA Health Care System (HCS). The incumbent serves as the point-of-contact and subject-matter expert for all matters relating to the budget process, fund control point management, funds analysis, data trending, costing of transactions, financial reporting, and generation of salary projections.
Major duties include but are not limited to: Prepare the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, etc. Responsible for the management of funds distribution from more than ten appropriations. Develop and maintain computer programs relating to all aspects of personal services costs and budget execution.
Provide management with independently produced, accurate, and timely analyses of funding and expenditure situations throughout the fiscal year. Identify ineffective or underperforming programs within the operating plan, recommend reprogramming of funds as required, and predict future funding needs or surpluses. Prepare cost benefit analyses to aid in allocation or redistribution of funds.
Review, analyze, revise, and recommend approval, disapproval, or changes to budget requests and justifications. Conduct cost analyses and make financially responsible recommendations on new and existing contracts and agreements. Provide technical and administrative supervision to the budget department staff. Ensure HCS policies and priorities are being followed in accordance with underlying concepts of appropriations law. Performs other duties as assigned.
