This position is in the Office of Inspector General, Office of Management and Policy, Budget Branch. The Budget Branch serves as the central OIG authority for budget formulation, justification, execution, financial analysis, resource management, strategic budget planning, funds control, and budget policy development. This position is Outside the bargaining unit.
Exercises senior-level oversight of the obligation and expenditure of OIG funds; monitor execution trends, identifies risks or fiscal law concerns, and recommends corrective action. Represents the OIG in high-level budget and financial management discussions with DOL, OMB, Congressional staff, other Federal agencies, and internal senior executives; responds to complex budget inquiries and data calls.
Analyzes the budgetary and operational impact of proposed and enacted legislation, appropriations language, rescissions, sequestration actions, transfers, and reprogramming restrictions, and develops options and recommendations to address these impacts. Reviews, analyzes, and integrates budget submissions from headquarters and field organizations; identifies and resolves funding imbalances, duplication, resource gaps, inconsistencies, and emerging mission requirements. Provides technical and administrative direction to staff during periods of intense workload, shifting priorities, continuing resolutions, budget hearings, OMB Passback, appropriations changes, emerging financial risks, and other time-sensitive budget events.
