The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. This position in the Planning and Finance Division (PFD), will provide broad leadership over the Division's financial management policies, practices, and programs nationwide.
This position will oversee budget formulation and execution; financial systems; resource and acquisition planning; nationwide financial program implementation, administration, and centralized support services; and oversee the Office's lapse in appropriation activities.
As a Supervisory Financial Management Analyst, you will: Plan, direct, and coordinate the most significant and sensitive nationwide financial management assignments across all Chief Counsel's offices and Business Units and, at times, across IRS or agency lines; Direct nationwide financial management administrative programs with major impact on Chief Counsel's operational activities, including overseeing centralized service delivery of certain fiscal and administrative services that enhance efficiency; Lead Chief Counsel's budget formulation and execution activities, including the development and administration of the annual Operating Financial Plan and submission of Chief Counsel budget requests; Oversee Chief Counsel's acquisition planning and management activities and lapse in appropriation activities; Serve as Chief Counsel's financial point of contact to IRS Chief Financial Officer (CFO) on financial systems and to IRS CFO and Human Capital Officer on implementation of PBM (Position Budget Management); Direct major programs with significant resources and/or responsibilities This is not an all-inclusive list.
