The Supervisory Financial Management Specialist position is located within the Consolidated Patient Account Center (CPAC) serving as the Accounts Management Manager for the Accounts Management Department. The CPAC is a regionally consolidated business entity designed to enhance revenue within the Veterans Health Administration (VHA).
Duties include, but are not limited to: Reviews laws, rules, and regulations related to billing and collections for healthcare services. Develops and/or interprets guidance on financial management aspects in a healthcare environment. Develops criteria for evaluating the effectiveness of a program. Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives.
Negotiates effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Presents highly complex data to members of senior management and executives, special interest groups such as Veterans Service Organizations, etc. Provides input to the annual goal-setting process.
Plans, schedules, and carries out the necessary work of the functions under his/her purview. Develops work plans, goals, and objectives for the long-range implementation and administration of the program. Plans the most significant administrative management aspects to insure successful program implementation. Provides input to the annual goal-setting process. Analyzes and evaluates information needs in order to develop appropriate report content, timing, format and delivery.
Develops and implements analytical reporting applications that complement and enhance CPAC and client reporting capabilities. Utilizes written communication skills to prepare a wide variety of written products such as complex reports, memoranda, program recommendations, reprogramming justification, etc. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Supervisory Probationary Period: Selectee may be required to serve a one-year supervisory probationary period.
