Summary: The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to the 354 Civil Engineering Squadron Logistics Section. Manage acquisition of approximately 7000 transactions valued in excess of $8 million in materials and services annually.
To acquire a variety of specialized supplies, equipment, services, or commercial requirements that have unstable price or product characteristics, hard-to-locate sources, or similar complicating factors through open market small and large purchases. Performs contract follow-up administrative duties. Provides data system support for the procurement-automated system.
Ensures all costs for materials and services are electronically entered into the work information management system and charged against appropriate work orders. Oversees and evaluates a Maintenance, Repair and Operation Prime Vendor Program valued at $14.2 Million. DUTIES: Plans, organizes, and directs the activities of the 354 Civil Engineering Squadron Logistics Section ensuring compliance with legal and regulatory requirements and customer needs are met.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents logistics section with a variety of installation and functional area organizations.
Determines procurement source and method, ensures procurement actions comply with Federal Acquisitions Regulation and current Air Force Instructions, and solicits oral or written quotes for materials, equipment, repairs, rental, etc. Receives and reviews formal bids and quotes, prepares award documentation, and performs post-award follow-up.
Document all Government Purchase Card purchases in the electronic transaction management log provided by the Bank, update local spreadsheets to reflect all purchasing data, and insure all purchases made in support of the Base Civil Engineer are input into the work Information Management System.
