Job Summary

The Deputy (Assistant Chief), Engineering Service is a key leadership role at a VA Medical Center. As the full alter ego of the Chief, this position oversees various professional engineering programs, including Maintenance and Repair, Utility Plant Operations, Energy Management, Safety, Fire Prevention, and Emergency Preparedness. The Deputy provides strategic direction and oversight to engineering staff across the medical center and its Community Based Outpatient Clinics.

Total Rewards of a Allied Health Professional The Assistant Chief must be competent in many aspects of managing VHA Healthcare Facility Engineering Programs including Interdisciplinary Engineering Coordination and Integration; Facility Maintenance and Operations Management; Construction Development, Management, and Oversight; Healthcare Facility Engineering Program Administration; Healthcare Regulatory, Safety, and Accreditation Compliance; Strategic Planning; Technical Personnel Supervision; and VA Inter-Administration Stakeholder Collaboration. Duties include but are not limited to: Engineering Program Management Acts with full authority in the Chief Engineer's absence. Advises executive leadership on engineering matters. Oversees planning, policy development, and budgeting for engineering services. Ensures integration of engineering programs with the medical center's mission. Supervision and Personnel Management Supervises engineers and technical staff. Manages hiring, performance evaluations, training, and disciplinary actions. Develops workforce and succession plans. Compliance and Safety Ensures compliance with Joint Commission (TJC), OSHA, EPA, and other regulatory bodies. Manages safety programs, including fire safety and life safety systems. Oversees utility systems and medical equipment safety. Construction and Capital Projects Leads capital improvement planning and project execution. Coordinates construction activities, inspections, and compliance with VA and national standards. Develops cost estimates and manages contracts. Strategic Planning and Analysis Participates in long- and short-term facility planning. Supports the Strategic Capital Investment Planning (SCIP) process. Conducts research and analysis to support engineering decisions. Budget and Financial Oversight Manages engineering service budgets. Provides financial analysis and reporting. Advises leadership on resource allocation and cost management. Stakeholder Engagement Collaborates with internal departments, VISN offices, and national VA leadership. Interfaces with affiliated universities, research programs, and external agencies. Special Projects and Training Leads or participates in national initiatives and pilot programs. Develops and delivers training for staff and stakeholders. Work Schedule: Monday- Friday, 7:00am-3:30pm Telework: Yes - Ad Hoc Virtual: This is not a virtual position.
