This position serves as the Chief, Facilities Management Service with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Healthcare Vehicle Fleet, Emergency Management, Capital Planning, Healthcare Technology Management (HTM) program and Construction Project Management section at a multi-faceted and affiliated VA Medical Centers.
The Supervisory Healthcare Engineer serves as experts in the design, sustainment, and improvement of all hospital building features, automated building management and environmental control systems, and critical utility systems.
This position is the Chief FMS and supervises facilities management service, including subordinate Supervisory Healthcare Engineer(s) at the GS-13 level, and Chief, HTM, GS-14, to ensure compliance with VA, TJC and a variety of other prevailing codes and standards. In addition, they ensure the availability of facilities for complex medical research and participate in community partnerships and supports Department of Defense contingency planning.
Major functions include: Collaborate directly with executive leadership, medical staff, nursing staff, biomedical engineering, and clinical personnel regarding the design and operation of the environment for medical care; Manage capital asset programs and construction projects. Responsible for the management process for Service Line programs, which include setting qualitative and quantitative standards.
Provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Capital Management, and other Engineering programs into the mission of the Medical Center.
Initiates standards, and goals for Engineering programs; develops an internal program of management review, appraisal, and improvement; establishes priorities which recognize and incorporate budget and manpower constraints; provides for formal and on-the-job training and instruction for the staff.
Participates as technical advisor in management planning, policy, and decision-making actions including long and short-range planning, establishing policy, and budgeting, as well as for all FMS programs. Facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities.
Plans, organizes, and directs evaluating, and management process for the FMS that includes setting qualitative and quantitative standards. Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as; civil engineering, electrical engineering, mechanical engineering, structural engineer, environmental engineering, and fire safety and safety engineering.
Ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the Service; delegates to each section supervisor the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvement. Routinely participates on VISN and national committees and work groups.
Meets with others on the committees from around the country and representatives from V ACO and the VHA HEFP Enterprise Support Services. Identifies risks associated with highly sophisticated utility systems and the general physical environment. Reviews major utility systems and associated equipment to assure compliance with regulations, operating standards, and ability to meet medical center needs.
Identifies deficiencies are corrected locally or included as part of a comprehensive plan. Consults with medical school officials to assure that state-of-the-art equipment and facilities are provided, maintained, and modified to meet changing needs characterized by a medical teaching environment. Provides advice to management and program personnel on budgetary and finance issues. Functions as top advisor to management, provide budget management for major programs.
Exercises responsibility for budget formulation, presentation, and execution. Collaborates with the Associate Director, program managers, members of professional guilds, maintains final authority in establishing organizational structure and guidelines, performance standards, work review and reporting requirements.
