Job Summary

This position is in the Department of the Chief Information Officer, Information Technology Security Office, Security Operations Division. The Security Operation Division protects the judiciary from cyber threats, strengthens the judiciary's security posture and threat awareness, eliminates threats before they can harm operations, and provides evaluation services to strengthen systems and programs.

Key Responsibilities

The Supervisory Information Technology Specialist (Security) is a recognized IT security expert with a strong offensive and defensive cybersecurity background, program management experience, and coordination expertise.

The Supervisory Information technology Specialist (Security) serves as the Threat Emulation and Readiness Branch Chief, a senior-level cybersecurity leader and performs multiple and varying assignments under the direction of the Chief, Security Operations Divisions. The incumbent serves as the primary adversary emulation coordinator and coordinates and manages these activities across the federal judiciary.

Leading, directing, and overseeing the Threat Emulation and Readiness Branch, which delivers time-bound services in support of judiciary risk management objectives. Directing the development of adversary emulation methodologies to continually improve risk identification within the judiciary's information technology environment.

Overseeing defensive validation and collaboration (purple team) activities to assess detection coverage, response effectiveness, and operational workflows in coordination with the Security Operations Center and Security Operations Support Branch. Leading the design and execution of tabletop events and cybersecurity exercises to evaluate local court, circuit, and enterprise capabilities for incident response.

Ensuring threat emulation and readiness activities are conducted as scoped services offerings with defined objectives, rules of engagement, authorization, and post-engagement reporting. Establishing engagement models, prioritization criteria, and workflow processes to align branch reporting with the Judiciary Information Security Framework.

Overseeing the development of scalable threat emulation and readiness service offerings that meet those typically achieved in a full red team engagement through automation, modular design and dynamic risk context. Overseeing delivery of engagement results and lessons learned, and making risk-informed recommendations to court and Department of the Chief Information Officer leadership.

Managing branch personnel, contractor support, and resource planning to sustain a scalable, engagement-based service model across all assigned teams.
